HJF is seeking an Innovation Advisor, who will provide professional, programmatic, and project support pertaining to the Defense POW/MIA Accounting Agency, Partnerships and Innovations Directorate's (DPAA PI) innovation-related activities.

 

The DPAA is the US Department of Defense Agency responsible for the recovery and identification of fallen US service members from WWII to the gulf war. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation. To accomplish this, the DPAA sends out organic and partner investigation and recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory. DPAA expands its recovery and identification capacity and capabilities through various innovation initiatives, and partners with research and academic institutes to address research requirements.

 

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

 

Responsibilities

  • Research (ideation) to identify new trends in areas of interest to the DPAA and assist with the identification, evaluation, and incorporation of new technological or programmatic solutions for the PI Directorate and DPAA.
  • Develop innovation projects (known as studies) either as stand-alone efforts or as supplemental aspects of other partnership projects, to include producing a study profile; drafting suitable scoping and planning material to include research designs; and assisting with study oversight and reporting.appropriate. Obtain approval for out-of-scope modifications.
  • Create and maintain a system designed to monitor, track, and facilitate the consideration of innovation proposals generated both within and outside of the DPAA and develop innovation standards, procedures, and protocols for the PI Directorate and DPAA.
  • Create, or assist the creation of, informed innovation proposals, scoping documents, budgets, and plans for innovation activities and help formulate informed annual budget plans for innovation activities.
  • Generate directorate-level standards and procedures for innovation programming; advise in the generation of agency-level standards and procedures. Produce, disseminate, coordinate MOUs and other partner project guiding documents.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Qualifications

Education and Experience

  • Bachelor's Degree in Archaeology, Anthropology, Forensic Science, or related field is required. Master's Degree is preferred.
  • Minimum of 6-8 years experience required.

 

Required Knowledge, Skills and Abilities

  • Project management experience. 
  • Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
  • Comprehensive knowledge of DPAA research, investigation, and laboratory requirements. Knowledge of DPAA mission planning, execution, oversight, and logistical support. Knowledge of innovation frameworks, practices, and tools and demonstrated experience with harnessing programmatic innovation to stimulate positive organizational growth.
  • Working knowledge of a variety of software including but not limited to Microsoft Office and Adobe Acrobat.
  • Ability to obtain and maintain a T1/Public Trust background check. 

 

Physical Capabilities 

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

 

Work Environment

  • This position will take place primarily in an office setting.
