HJFMRI Kenya is seeking a Senior Strategic Information (SI) Advisor for the Military HIV Research Program (MHRP) located in South Rift Valley (SRV), Kenya. HJF provides scientific, technical, and programmatic support services to MHRP. The Senior SI Advisor will apply analytic abilities, project management skills, and content knowledge to ensure high-quality ongoing technical support for implementing mechanisms (IMs), by monitoring work plan implementation and achievement of programmatic targets and activities. The Senior SI Advisor role will focus on strengthening program analytics, visualizations, slide deck development, data use, coordination of COP/DATIM target setting, and building data analytics capacity in other HJFMRI IMs. He/She will be working closely with USG SI team and country Director of Strategic Information to support specific SI activities in monitoring, evaluating, and overseeing site activities under the HIV prevention, care, and treatment initiatives supported in Kenya, by the HJF Medical Research International through the President’s Emergency Plan for AIDS Relief (PEPFAR). The Senior SI Advisor position will support assigned in-country specific program regions and/or IMs based on ongoing data analysis and comprehensive knowledge of the overall country and geographic context in addition to the country-specific HIV/AIDS epidemiology.

Responsibilities

  • Serves as the managerial point of contact for up to three IMs.
  • Keeps abreast of research, policies, and COP guidance relevant to designated country program portfolio and disseminates information accordingly.
  • Contributes to the development of concepts, strategies, practices, tools, guidance and procedures to improve the efficiency and effectiveness of program operations.
  • Assists in the resolution of program issues through the quarterly data review process and triangulation of data and program-specific work plans.
  • Assesses program implementation trends and identifies and addresses gaps to ensure the program is effectively achieving key outcomes and milestones.
  • Monitors programmatic strategies and works with Director, Strategic Information to routinely analyze progress towards strategies and make shifts as necessary.
  • Performs continuous data management, including collection, entry, transcription, cleaning coding and organization of data.
  • Conducts regular quality checks on data and ensures alignment of program results with PEPFAR requirements. Develops an action plan for improving data quality, as necessary.
  • Provides support by training HJFMRI SI staff on navigation and data retrieval from PEPFAR related SI systems (DATIM and IMPACT), data manipulation, and data interpretation and use for program monitoring and improvement.
  • Support data generation and scripting from the EMR system and Impact
  • Development and updates DHIS2 Codes for data exchange between Impact and DATIM.
  • Oversees quarterly quantitative analysis to includes reviewing calculations, analyzing trends in data and progress made against targets and presents findings to HJFMRI Kenya program team.
  • Leads the development, coding, manipulation, and continual refinement of data collection, assessment, and analysis tools to improve program implementation, performance, and impact.
  • Oversees monitoring, evaluation, and reporting, including development of appropriate indicators, tracking against targets, assessing performance, conducting surveys and assessments, documenting lessons-learned, and producing timely, accurate, and complete
    reports.
  • Ability to illustrate advanced knowledge in any data visualization application (Tableau, Power BI, R, Advance Excel, or any other data visualization application) and create complex, innovative and informative data visualizations to understand program performance.
  • Liaises on a regular basis with IM program staff and provides technical oversight to ensure consistent data collection, management, and adherence to guidelines.
  • Builds country program staff capacity by developing programmatic and data-specific trainings, manuals, user aids, tools, and other technical resources regarding specific topics related to M&E systems, data management, and data for decision-making.
  • Develops and disseminates lessons learned and best practices materials.
  • Provides on the ground technical assistance and capacity building support to IM program staff through data analysis, data validation checks, and facility level data recommendations.
  • Develops team capacity to use new tools to create their own data visualizations.
  • Serves as a country technical area expert in an area of need such as routine and individual level data analysis, application of Tableau and STATA for data visualization and analysis, Geographic Information Systems (GIS) for spatial analysis, program evaluation, and quality improvement.
  • Assists the HJFMRI PEPFAR Country Director and Strategic Information Director in other matters, as assigned.
  • Working in coordination with the WRAIR Country Director and WRAIR Director, Health Systems & Evaluation to coordinate efforts on COP/Data pack target modelling process, performing data analysis of individual and aggregate level program data, conducting data quality assessments and developing compelling power point presentations.

Required Knowledge, Skills and Abilities

  • Experience with HIV/AIDS PEPFAR-funded project required
    • Experience in DHIS2 platform development and maintenance
    • Well-developed analytical problem-solving skills.
    • Demonstrated knowledge and experience with data collection and analysis (e.g., social/behavioral science, clinical, public health) and proficient with Microsoft Excel including ability to conduct analyses and produce visualizations (e.g., graphs/charts/pivot tables, dashboards) using Tableau for program metrics and indicators.
    • Demonstrated experience in managing large databases, data mining and analyzing data using R or STATA
    • Ability to think strategically, handle ambiguity and work in a fast-paced environment; Ability to effectively prioritize projects, schedules, and deliverables and adapt to changing PEPFAR and MHRP requirements.
    • Must have excellent interpersonal communication skills and creativity.
    • Experience using business intelligence software, such as Tableau, required; Experience with PEPFAR reporting systems such as DATIM and PEPFAR Panorama preferred.
    • Ability to manage multiple complex, detail-oriented tasks at once with limited supervision; Strong time management skills and the ability to thrive when working under deadlines.

Supervisory Responsibilities

  • This position reports to the HJFMRI PEPFAR Country Director.

Work Environment

  • This position will take place primarily in an office setting and requires long hours of data review and analysis.

Education and Experience

  • Minimum of Masters Degree in Statistics, Computer Science, Information Technology, Public Health, Epidemiology, Demography, Information Systems, and other related disciplines.
  • A minimum of 5 years of experience working in PEPFAR public health SI settings
  • A minimum of 5 years of experience with PEPFAR data collection, data quality measures and data analysis
  • Some experience with DHIS2 configuration and use required
  • Experience in implementation of data management systems & reporting in KHIS2, DATIM, PANORAMA, and National Data warehouse.
  • Experience implementation of Health Information System (HIS); Kenya-EMR, ADT, Ushauri and other mobile Platforms
